FAPUASA KP Demands Equal Allowances for University Employees, Warns of Legal Action and Protests

The Khyber Pakhtunkhwa chapter of the Federation of All Pakistan Universities Academic Staff Associations (FAPUASA) held an emergency General Body meeting under the chairmanship of its President, Prof. Dr. Zakirullah Jan, with presidents and general secretaries of Academic Staff Associations (ASAs) from public sector universities across the province in attendance.
The meeting expressed serious concern over the formation of the Centralized Senate Standing Committee to review the Disparity Reduction Allowance (DRA) and other allowances, alleging that no representative from the university community had been included or consulted. Participants said university employees continue to be deprived of allowances already granted to other government departments.
The General Body unanimously demanded that the provincial government immediately extend the 25% DRA announced in 2021, the 15% DRA announced in 2025, and the 15% DRA announced in 2026 to university employees, along with all arrears from the respective notification dates. It also called for the extension of the 2026 House Requisition Allowance to university employees, an increase in the PhD Allowance from Rs. 10,000 to Rs. 25,000, revision of the Teaching/Special Allowance based on current basic pay scales, and the provision of a Utility Allowance similar to that granted to Secretariat employees and other government departments.
The meeting warned that if the provincial government or the committee attempts to abolish or reduce any existing admissible allowance without simultaneously granting the long-pending benefits demanded by university employees, FAPUASA Khyber Pakhtunkhwa would consider legal action and launch province-wide protest movements. The association reiterated that university faculty and employees are an integral part of the provincial government workforce and deserve equal pay, allowances, and service benefits without discrimination.
