Islamabad High Court Overturns Single-Bench Verdict on Naval Farms and Sailing Club

Islamabad: The Islamabad High Court has overturned the earlier single-bench decision that declared the Pakistan Naval Farms and Naval Sailing Club along Rawal Lake illegal.

The court also annulled the order to demolish the Naval Sailing Club building and set aside the decision regarding misconduct and criminal proceedings against former Naval Chief Admiral Zafar Mahmood Abbasi.

The ruling was issued by a division bench comprising Justice Inam Amin Minhas and Justice Shah Rukh Arjumand, which accepted the petitions challenging the single-bench verdict.

In 2022, former Islamabad High Court Chief Justice Athar Minallah, sitting as a single bench, had issued various orders concerning the Naval Farms and Naval Sailing Club. The Ministry of Defence, former Naval Chief Zafar Mahmood Abbasi and others had challenged the decision before the division bench.

The court also nullified the order directing the Auditor General to assess the alleged loss to the national exchequer and recover the amount from the officials concerned.

Similarly, the order declaring the transfer of land for the Naval Farms in the name of the Pakistan Navy Headquarters office illegal was also set aside.

Former Naval Chief Zafar Mahmood Abbasi was represented by Ashtar Ausaf, along with Sardar Ahmad Jamal and Abdul Wahid Qureshi. The federation was represented by the Additional Attorney General, Assistant Attorney General and a counsel for the Capital Development Authority (CDA).
